hack/update-changelog.sh no longer emits "STUB: N bytes of changes."; it
asks SLP's own OpenAI-compatible endpoint to turn a commit range into the
plain-language prose the changelog header has always promised. This repo's
release automation is now a downstream consumer of the service this repo
ships.

Two classes of line are stripped from the material first. Every range ends
up containing the previous release's own "docs(changelog):" commit, which
the model would otherwise summarize as though it were a feature, and
Co-Authored-By trailers put author names somewhere they do not belong.

A failed call now leaves CHANGELOG.md untouched and exits non-zero, so a
release gets no entry rather than a placeholder one. A missing entry can be
recovered by re-running the script against the tag; a wrong one silently
becomes the historical record. The workflow keeps treating that as a warning
rather than a failure, because the circularity cuts both ways: if a bad
release takes slp down, the release that fixes it cannot describe itself,
and blocking on that helps nobody.

Formatting the model cannot be trusted to get right -- 78-column wrapping,
smart punctuation -- is imposed afterward with fold and sed rather than
requested, so the prompt spends its attention only on things that cannot be
enforced mechanically and whose violation can only be rejected: headings
that would corrupt the splice, and preamble.

The version check moved ahead of the call so re-runs cost nothing, and
INFERENCE_URL is overridable by repo var so the endpoint can move without a
code change.
