feat: add Forgejo CI/CD pipeline #2

Mirror the pipeline used by pr-reviewer and forgejo-runner-operator:

  • .forgejo/workflows/ci.yaml: PR checks (gofmt, go vet, go build,
    go test -race) on the slp runner.
  • .forgejo/workflows/build-push.yaml: on push to main, build the image
    with buildah, smoke-test /healthz, push to Harbor, compute a version
    from conventional commits, push a git tag, update the changelog, and
    dispatch a deploy to the infra repo.
  • Dockerfile: multi-stage distroless build, version stamped via
    -X main.buildVersion.
  • VERSION / CHANGELOG.md / hack/update-changelog.sh: release version
    floor plus the changelog generator. The generator is deliberately a
    STUB — its summariser will be the inference endpoint SLP itself
    serves once deployed, so it emits "STUB: N bytes of changes." until
    that service is live.

Also stamp buildVersion into main at startup, and gofmt the existing
config/proxy sources so CI starts green.
